ANNEXATION INFORMATION
The following provides users with easy access to a wide array of annexation related information which will be updated as required in future weeks. The selection of a major topic from the following list with your cursor with a click of the left mouse button will display the content of that topic on your screen. In several instances, hot links to City of San Antonio web pages are provided so that planning documents and maps can be reviewed.
1. INTRODUCTION:
The City of San Antonio’s Municipal Annexation Plan as amended December 12, 2002 included and scheduled the Canyon Springs/Summerglen Annexation Area for annexation effective December 31, 2005. This is in accordance with state law provisions, that property will be eligible for annexation under the Three-Year Plan after the third anniversary of the amendment to the Plan. The City of San Antonio must follow Chapter 43 of the Texas Local Government Code when developing and executing annexation plans.
2. THREE YEAR ANNEXATION PLAN PROCESS:
A high-level description of the Three-Year Annexation Plan Process has been provided by the Planning Department of the City of San Antonio at the following web address:

Please note on the second page of the document the requirement for the County Commissioner’s Court to appoint five property owners [to negotiate a final Service Plan with the City]. 3. CITY OF SAN ANTONIO THREE YEAR ANNEXATION PLAN:
The Three-Year Annexation Plan of the City of San Antonio contains 13 separate annexation areas. The following web page provided by the Planning Department of the City of San Antonio identifies all 13 annexation areas with a link to each one.

4. PUBLIC HEARINGS:
Pursuant to the provisions of Chapter 43, Texas Local Government Code, two public hearings were conducted by the Planning Department before the City Council on October 30, 2003 and November 13, 2003. At each of these public hearings, Draft Annexation Service Plans for all annexation areas were available and a briefing provided which covered the following topics:

Based upon a petition signed by sufficient property owners within the Summerglen and Mountain Lodge communities, a third public hearing was conducted in accordance with Chapter 43 on Tuesday, November 25, 2003 at the Tejada Middle School at 2909 E. Evans Road. A quorum of the City Council was present including the Mayor and the same briefing topics listed above were presented by the City’s Planning Department. Following the official presentations, citizens were provided an opportunity to speak.
5. SERVICE PLAN – CANYON SPRINGS/SUMMERGLEN ANNEXATION AREA:
The Draft Service Plan for the Canyon Springs/Summerglen Annexation Area is presently not available in electronic format. It will be added as soon as available, however, in the interim the following major topic areas in the Plan are provided for your information:

6. APPOINTEES – CANYON SPRINGS/SUMMERGLEN ANNEXATION AREA:
In accordance with Section 43.0562 of Chapter 43, the “…Commissioners Court of the County in which the area proposed for annexation is located shall select five representatives to negotiate with the municipality for the provision of services to the area after annexation.” Based upon this requirement, the Bexar County Commissioner’s Court appointed the following five representatives from the Canyon Springs/Summerglen Annexation Area on February 24, 2004 with the responsibility to prepare for and negotiate a Annexation Service Plan with the City of San Antonio:

9. TAX IMPACT OF ANNEXATION:
The following table was developed using the Year 2003 tax rate for the City of San Antonio of .57854 per $100 of assessed value and an assessed property value without exemptions. The City does grant an over-65 exemption for property owners who are 65 years of age or older and claim their residence as their homestead. This exemption is a maximum of $65,000 of taxable valuation. In some instances, disabled veterans exemptions may be applicable.
While tax rates and the assessed valuation of property may change in the future, the following table provides a present day estimate of the impact of annexation on the annual tax bill and the pro-rated monthly cost to property owners.
10. SUMMERGLEN ANNEXATION QUESTIONNAIRE
On March 23, 2004 an Annexation Questionnaire was forwarded by mail to all Summerglen Property Owners on behalf of the Summerglen Appointees from the Canyon Springs/Summerglen Annexation Area. The responses to the wide array of questions contained in the questionnaire will provide views on what property owners feel is best for them, their families, the community and the proposed annexation area. In turn the collective response will be beneficial to the Appointees in formulating potential positions and strategies and will be shared with the other Appointees from the Canyon Springs/Summerglen Annexation Area. 11. TEXAS OPEN RECORDS ACT (TORA) REQUESTS
In order to properly prepare for the negotiation of services with the City of San Antonio, requests for information have been submitted by the Canyon Springs/Summerglen Annexation Area appointees under the Texas Open Records Act (TORA). As TORA requests are submitted and responses are received, the documents will be added to this area. The documents will be stored in the background and accessed by clicking on the “hot link” provided with each document.

On March 23, 2004 a request was submitted to the City of San Antonio under the Texas Open Records Act (TORA) wherein fourteen (14) separate issues were addressed in conjunction with other requests.
